Article 2012-5 Operating Budget

“Shall the town of Danville raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant or as amended by vote for the first session, for the purpose set forth therein, totaling ____________________Dollars ($________)? Should this article be defeated, the default budget shall be ________________________Dollars ($_______________) which is the same as last year, with certain adjustments required by previous action of the Town or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only.”

The proposed budget prior to the deliberative session wrote:“Shall the town of Danville raise and appropriate as an operating budget, not including appropriations by special warrant
articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant or as amended
by vote for the first session, for the purpose set forth therein, totaling two million seven hundred thirty two thousand nine
hundred forty three Dollars ($2,732,943)? Should this article be defeated, the default budget shall be two million seven
hundred fifteen thousand five hundred eighty four Dollars ($2,715,584) which is the same as last year, with certain
adjustments required by previous action of the Town or by law; or the governing body may hold one special meeting, in
accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only.”

Should this article be defeated, the default budget shall be Two Million Seven Hundred Fifteen Thousand Five Hundred Eighty Four Dollars ($2,715,584) which is the same as last year, with certain adjustments required by previous action of the Town or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only.”

I watched the video the deliberative session and was dumbfounded to watch the session amend the default budget, which is set by law by the selectmen. There was a mention of follow-up with Peter Loughlin. What did he say?

His response was that it was not allowed.
