From this Resident's point of view, the ACO performed quite well - raising dog licensing significantly, winning equipment for the town in the 2009 competition (http://www.eagletribune.com/newhampshir ... lpful-gift), constantly updating her education and training (often at her own expense) and contributing significantly towards community interaction and education.

I am curious and would like to hear why the BOS thought Sheila Johannsen should not have been renewed in her post.

If it is true that the BOS is instead raising their own salary while cutting the ACO, the Town of Danville will be scrutinizing this closely and critically.

Just to re-cap: "Animal Control Officer Sheila Johannesen received the stretcher from an Animal Control Equipment and Services vendor at the New England Federation of Humane Societies Conference in Manchester last week. It was awarded to her through an essay raffle after she wrote a short piece on the needs of her department.

The device, the Aces Field Rescue Stretcher, makes animal control far easier and safer for the organization and the animals it helps."

Shawn, how do you justify the ACO's termination?

Shawn can't answer except in a public meeting requested by Sheila.

The 4/4/11 BOS minutes wrote:Sheila Johannsen asked the Board why all Town employees received a 1.6% COLA increase and she did not. It was explained that the $7,500 stipend for the ACO for 2011 budget included all increases and the stipend was approved for the position at $7,500. Sheila stated that just because the ACO position went from hourly to a stipend did not mean that she was not entitled to the COLA. It was explained again that the COLA was already incorporated into the $7500 stipend. The $7500 was the stipend amount for 2011. Sheila stated she was entitled to the COLA. Chairman O’Neil asked for a motion to add a 1.6% COLA increase to the ACO stipend. No motion was made. Sheila left the meeting.

Those minutes are not accurate, one should watch the video and keep in mind that apx. 20 mins. before the Selectmen and the Chief were in the other room, in a non-public meeting discussing and acting on not re-appointing the ACO.

I don't think it would be unreasonable for Shawn to offer us a justification for making a motion to increase the rate of pay for an employee that had been terminated earlier that night. Perhaps this was another one of the Board's "symbolic" motions?

Because the raise would have been retroactive to 1/1/11, she would have gotten some $ even though they did not reappoint her.

Ya Curt and then they would have had to change the checks issued. You see Curt, the decission was made to not re-appoint me in their meeting earlier that night with the Chief. The Chief knew I was there to talk about the cola. I was in the way of the door when he stepped out, I told him I was going to talk to the Selectmen as he suggested, yet he said oh ok. The body languages on each of them was appauling.

Yes Mr. Oneil, I save the emails.......

I'll take this into consideration the next time you present a $200 item.
Thank you,
Shawn

Hasn't it already been decided that a retroactive pay raise of this nature would have been inappropriate, anyway?

Tom's comments are a bit harsh, I'd be interested in hearing the other side of this story before making a conclusion."

Hi CL - Just curious which of Tom's comments you found harsh?"- Thanks, Argot

Was going to edit my post to add "That said, they should have offered Sheila an immediate non-public session (or public if she wished) to inform her of the decision and their reasons.
