The 2012 citizen's petition that made the ACO position an elected post was more descriptive, at least from a budgeting perspective, but the language was changed at town meeting. No one, besides those who work in Town, seems to go to town meeting, so it's no surprise that people might not know that.

"To see if the Town will elect an animal control officer to act as an animal control officer..."

I guess that would have worked, though it seems a little redundant. It might have meant that the Selectmen would need to scheme a little harder, but I doubt it would have made a difference.

Your wrong this is exactly how it all was put out to the voters..........

Orginal Citizen Petition that was signed by voters: "To see if the Town will vote to require that the Animal Control Officer position be reinstated and be elected every three years as permitted by NH RSA 41:2 (so that the Animal Control Officer position will be on the Town ballot in March 2013) and that the fiscal year 2013 budget for said Animal Control Officer be reinstated as it exited in fiscal year 2011."

Then at the Town Del. Session, it was changed to : "To see if the Town will vote to require that the Animal Control Officer position be reinstated and be elected yearly as permitted by NH RSA 41:2 (so that the Animal Control Officer will be on the Town Ballot in March 2013)." YES 418 No 263

This year the Selectmen Article 2013-16 "To see if the Town will vote to recind Citizen Petition Warrant Article 2012-18 that created the position of a yearly elected Animal Control Officer and continue animal control services as currently administered through the Police Department per RSA 41:2." NO 392 Yes 255

The Regional Plaistow Contract can be broken at any time. Contract of 2012 some of the contract:

11. That all parties agree that this contract covers the period from May 14,2012 to December 31, 2012
12. That severance of this Agreement by either party requies ninety (90) days written notice.
13. That, if mutually agreeable, this agreement may be extended without further negotiation, for consecutive one year extensions for 2013 and 2014.
